When I first started playing, I played in a league which uses handicaps. It was then the 'Bud Light Dart League' which is now Rhode Island Dart League. They use the ADA's 'Neutralizer' system which is supposed to allow the match-up of two people of different skill levels where they can finish the game (301/Cricket) in the same number of darts.

It's good for those who only throw for fun and for something to do between frosty adult beverages. It works for them and it helps keep their league going.

Personally, I prefer shooting 'non-handicapped'. If I win, I want it to be because I was truly the better shot, not because I finished 224 in 14 darts or less against someone who typically shoots 21 ppd in 301.
If you offer me a penny for my thoughts and I give you my $0.02, I want my change.
